In May, 2021, Henan Puyang station, the second stop of RUC’s series of research projects, known as the history of poverty alleviation in the people's Republic of China or the 832 project, completed the research in Fanxian County and Taiqian County. The research group composed of SJC (the School of Journalism and Communication) and SAE (the School of Applied Economics) went deep into the front line of poverty alleviation industry, visited the main local poverty alleviation cadres and their own experience of poverty alleviation in Puyang, and recorded and interviewed the historical conditions, geographical location, poverty alleviation characteristics, current situation and future policies of poverty alleviation in each county. The research group adheres to the original intention of reflecting China’s great achievements in poverty alleviation through local experience, restores the current situation of Chinese villages as a recorder, and finds and excavates news communication topics with Chinese characteristics in the process of poverty alleviation.
SJC’s second phase of the 832 project research team was led by Yan Yan, deputy Secretary of the Party committee, with the participation of doctoral students Wen Jing, Song Hang, Wang Yixi and Sun Jianwen, and undergraduates Liu Zhiyi and Dai Weiduoer. From May 5 to 7, Professor Zheng Xinye, Dean of SAE and his delegation went to Fanxian County, Puyang City, Henan Province for investigation.
According to the public information of Puyang Municipal People’s government, the county withdrew from the poor county on February 26, 2020, officially lifted its hat from poverty, and developed the characteristics of Five Industries" in the Yellow River beach area of cultivating edible fungi, greenhouse melons and vegetables, aquaculture, animal husbandry and characteristic planting.
The research group arrived in Fanxian County and met with the local key cadres in the Yellow River beach area on the afternoon of the 5th. On the morning of June 6, the research group went to Xutang Village and Dazhao Village in Fanxian County to interview village cadres such as the first village secretary Yang Limin, and successively visited cucumber planting greenhouse, Huiying farm and down jacket poverty alleviation workshop.
In the afternoon, the research group had a discussion and interview with Wang QiuFanxiang, vice chairman of Puyang CPPCC and Secretary of Fanxian County Party committee, and Zhao Liling, deputy Secretary of Fanxian County Party committee and head of Fanxian County, to understand the specific experience of the implementation of poverty alleviation policies and special practices of poverty alleviation in Fanxian County.
At the same time, the photography team of the research group also went to the primary schools and neighborhoods of the county to carry out the county themed photography practice, and strive to restore the characteristics of poverty-stricken cities and towns and the real life of the people.

The research group was divided into two groups on the morning of the 7th. The first team, led by Yan Yan and Zheng Xinye, went to Puyang City to interview Yang Qingjiu, deputy Secretary of the municipal Party committee and mayor of the Municipal People’s government, and mainly held talks on Puyang experience and international poverty reduction suggestions.

The second team went to the Poverty Alleviation and Development Office of Fanxian County to interview Sun Daojun, party Secretary and director of the Poverty Alleviation Office of Fanxian County. Later this team went to the industrial bases of villages and towns under the jurisdiction of Fanxian County for on-the-spot investigation.
The research group visited the poverty alleviation workshop of Longgang down products and Xiaoyangzi food industry, Fuyuan agricultural mushroom planting base, Shuidi Lianchuang ecological lobster breeding base, and learned about the living conditions with local workers in the front line of poverty alleviation industry. In the daycare center of Derun severely poor people and Wuditou village of Zhao, the research group chatted with the local elderly and closely observed the characteristic elderly care model of neighborhood care, daycare, Village joint support and centralized support developed by Fanxian County.
In Qianan community, the relocation site of the Yellow River beach area, the investigation team interviewed local residents on the spot to understand the experience of beach area relocation in overcoming the three no entry in the Yellow River beach area and the achievements of beach area transformation in helping to get rid of poverty.

The research group left Fanxian County and headed to Taiqian County to continue the research on the afternoon of May 7. The group conducted field interviews and household visits in Yilou Village. In an interview with Wang Xuejie, Secretary of the first village office, the research group learned how to help the poor cadres in the local areas to carry out poverty alleviation in combination with the advantages of the unit.
During the visit to the village, the research group talked about the poverty alleviation process with Wan Aijie and Wang Liqin, duck farmers and pig farmers in Haiting, and effectively understood the improvement in all aspects of people’s life, family, clothing, food, housing and transportation from poverty alleviation policies.

On the morning of the 8th, the research group held talks with Chang Qimin, deputy Director of the Standing Committee of Puyang Municipal People’s Congress and Secretary of Taiqian County Party committee, Wang Junhai, deputy Secretary of Taiqian County Party committee and county head, and Yin Yidong, deputy Secretary and deputy Director of the Party group of the county poverty Alleviation Office at Taiqian County Government, involving the historical origin, geographical location, recent development, people’s life, Poverty Alleviation Policies, poverty alleviation industries, experience promotion and other macro and detailed measures.

The research group went deep into the villages and towns of Taiqian County to carry out on-the-spot investigation on the afternoon of the 8th. The research group visited Huadian photovoltaic industry base, and the project was rated as a photovoltaic poverty alleviation demonstration project that can be promoted to the whole country by the national energy administration.
At the work sites of Yilu clothing poverty alleviation workshop, Wulin shoes poverty alleviation workshop and toy poverty alleviation workshop, the investigation team learned the overall development of the workshop from the leaders and exchanged life details with the workers.
The research group also inspected the new hope Liu Heluxin Food Co., Ltd., the Yellow River smart Agricultural Industrial Park, the resettlement site in the residential beach area of Wuba Town, and the ferry of the Yellow River home stay Jiang Ziya, and felt how Taiqian County developed agricultural industry based on the national poverty alleviation policy and combined with the local characteristics and advantages to get rid of poverty and become rich.

The research group of the 832 project of SJC will continue to go deep into other poverty-stricken counties in Henan Province.
The teacher-student team of SJC is composed of the selected students of the academic top talent training plan of Journalism and communication discipline of SJC and the members of Mingxin image workshop. They gave full play to their characteristic advantages in the process of promoting the 832 project, reflected the professional level in the audio and video data acquisition and post-processing according to the strict requirements, and skillfully completed the whole process production work, including the setting of the site, the construction of the acquisition and recording system, 4K ultra-high definition shooting and editing, UAV control and aerial photography task execution. The output results include written manuscripts, conversation record book, theme picture photography, special character photography, vlog video, theme promotional film, etc.
With the professional support and full participation of the teachers and students of SJC, these written and video materials recording China’s rural stories and grass-roots experience will be continued and preserved as precious materials for China’s poverty alleviation achievements. On the basis of these materials, SJC also plans to further build the 832 project poverty alleviation database to accumulate experience and materials for future research and practice.

RUC’s series of research projects on the history of poverty alleviation in the people's Republic of China focus on answering Chinese questions based on China’s local reality. At the same time, all colleges are called on to participate in the project construction with practical spirit and professional expertise to jointly promote the project construction.
